The monarchy of July to the third Republic, the saint-simoniens played a major role in the industrialization and the development of our country, and its international influence. "The century of the saint-simoniens of Christianity to the Suez canal", as is the title of the exhibition a few months ago by the BNF in the library of the Arsenal. Such a mobilization of engineers, doctors, academics, artists, workers, and with a significant place given to women, deserves to be called back. The role of these visionaries in the modernization of our country is known: networks of railways, urban development, urban networks, banking systems, initiatives for social protection.
Their reflection on the system of the Mediterranean imagined by Michel Chevalier (1832) with communication networks, financial links, scientific and cultural exchanges conceived at this scale, aims to reconcile the civilization, in a perspective of peace and development. Co-development implies respect and mutual interest, from any hegemonic referred. Ismail urban himself attempted to promote an original design of the association of the Algeria in the France transcribed in "The Algeria for Algerians" (1861).

Today, various initiatives are being taken to revive the North-South dialogue, after the failure of the Barcelona process, launched in 1995, between the Union European and ten countries bordering the Mediterranean.
The Institute of prospective economic of the Mediterranean world (IPEMed), chaired by Jean-Louis Guigou, asked me to consider the questions of pollution of the Mediterranean, through the problems of water and sanitation of the cities and countries bordering this closed sea. This working group, bringing together experts and officials of North and South, developed a guide for recommendations and good practice experience and each other. He noted that an integrated under the umbrella of sustainable development, could only allow to make these issues a real priority. Economic development, the fight against poverty and, ultimately, the protection of water, a resource scarce, and the environment to preserve the Mediterranean, our common sea, must be addressed simultaneously. It was the subject of a symposium which is held at Salon Pollutec Algiers, last June. Multiple reflection and prospective subjects (agriculture, telecommunications, transportation...) illustrate practical channels of cooperation and possible progress between the economic and social actors from the North and South. But it was so far a mobilizing political project to the issues: "the time has come to build a Mediterranean Union will be a hyphen between Europe and Africa." Such is the project placed by the President of the Republic among its priorities, economic, diplomatic and political.
The France will be able to reconnect with his double vocation, born in its history:
European, of course, with the country of the Franks in their first cousins, hence the role of the Franco-German axis.
Mediterranean also, with the country of the Dungs, related to Latin sisters (Italy, Spain, Portugal), but also with all other Mediterranean countries: Maghreb, Middle East, Turkey and Greece.
Through this renewed a unit of the Mediterranean vision of a union to build from the Union European and this union of the Mediterranean, based on co-development, Exchange material and immaterial networks, cultural, scientific, technical and economic cooperation partnerships between the public sphere and private sphere can be multiplied. Free from any neo-colonial whiff, a perspective of common development of sustainable co-development should be compelling for all women and men of progress. The project thus reconcile our history and our geography appears today as a great hope.
